California Starts Planning for Release of 30,000 Prisoners. Politicians and law enforcement officials are debating how to comply with a Supreme Court order, issued Monday, telling California to reduce the population in its overcrowded prisons. The court said conditions in the prisons constitute cruel and unusual punishment. Besides releasing prisoners early, the state could also transfer them to other states or build new prisons.
