Owned and operated by the County of Sacramento, Franklin Field is a public use airport. It does not have an air traffic control tower or personnel, however, and is therefore considered an "uncontrolled airport." There are roughly 36,000 operations at Franklin Field each year, including flight training, according to the County of Sacramento. The county acquired the property from the federal government in 1947 under the Surplus Act of 1944 -- the area was used in World War II as a bomber training site.
