Water Rate Gouging?

Just received our first water bill from Elk Grove Water District since meters were installed...and our rate DOUBLED!  From our normal base rate of $89.69,  it went up to $174.13.  We feel like we are being gouged!  An incremential increase is understandable....a doubling of the rate is NOT!  Anyone else out there feel the same?
